ABOUT
HISTORY
Shortly after Piatt County residents voted in November 2024 by almost 60% to approve a 708 Mental Health Levy, the Piatt County Mental Health Board was established and authorized to operate accordingly under the Mental Health and Developmental Disabilities Community Mental Health Act (405 ILCS 20/). The source of funding for MHBPC is a tax levy collected by the Piatt County Board, who set the levy rate at .10% at their December 2024 Monthly Board of Directors Meeting. MHBPC submits an annual budget request to Piatt County Board for review and approval during County’s Fall Budget process.

TYPES OF SERVICES FUNDED
Services in the field of mental health, substance use, and developmental disabilities that serve residents of Piatt County are eligible for 708 funding but must demonstrate that 708 is a funder of last resort. This means no other eligible funding is available to supplement these programs.

BOARD
Following this successful referendum, a 708 Board was formed comprised of appointed residents whose primary duties and responsibilities include planning, developing, coordinating, evaluating, and funding mental health, developmental disability, and substance use services for the residents of Piatt County. The board is mandated to;

review and evaluate community services,

plan for programs,
-
consult on efficient service delivery, and
-
authorize the distribution of funds to agencies providing these critical behavioral healthcare services, ensuring a comprehensive and coordinated system is available to those in need.
These responsibilities involve continuous policy development to ensure access, quality, and cost efficiency for the community's behavioral health needs. The Board Members currently comprises of eight volunteers who serve 4-year terms. The general body of law in the State of Illinois, which applies to conflict-of-interest solutions, is applicable to the Board's appointments.
